* Investment Environment
The Economic Development Area (Shuanggang) is established
in August 1997, which is approved by the People's
Government of Tianjin Municipality. It is located
in Shuanggang Town and in the east side of Outer Ring
Road's section of Jinnan District, just situated at
the joint part of rural and city, with very excellent
geographical position. It is bordered by Outer Ring
Road on the north, by Jingu Road on the east, by Lishuang
Road on the south and by Jingang Highway on the west.
It is 2 kilometers apart from center of Tianjin city,
8 kilometers apart from Tianjin International Airport,
12 kilometers apart from the Jing-Jin-Tang Expressway
and 36 kilometers apart from Tianjin port.
| Shuanggang Town in which the Economic
Development Area Development is located, is enrolled
by the Tianjin Municipal Government as one of
the eight big industrial groups of Tianjin, as
an experimental unit of Tianjin urbanization construction
and as an experimental unit of agriculture modernization,
and possesses the vast development foreground. |

* Developing Constructions
The development area is planned of 6 square kilometers.
It has enlarged the investment of the infrastructure
in the past several years. Do the effort to transfer
the environment of investment, first step with 1.5
square kilometers have been realized "five through
and one flat" (road, communication, electrical
power, water supply, draining off water is ready and
the land is flat). Since the development area has
been established, it has gained approval and trusts
of the investors, by its favorable geographic position
and good investment environment, by its reasonable
planning layout and preferential tax policy, by its
lower price of land development and high efficiency
services, and also by its suitable administration
model. It becomes one of the hot spots of investment
in Tianjin. At present, there are 40 foreign-invested
enterprises that registered in this area. Now 20 enterprises
manufacture and do business in the development area,
and it appears a vigorously scene.
* Administration and Services
The Development Area Administration Committee can
represent the People's Government of Jinnan District,
and implement management function to economic development
area in Jinnan District. And It adopts "one stop
type" free services to go through various formalities
and closed type management for various kinds of enterprises
inside the area.
* The Mode of Investment
Foreign investor can adopt 3 modes to set up a factory:
Sino-foreign joint venture, Sino-foreign cooperation
and sole foreign capital, can set up a factory by
the methods of purchasing the right for land use or
renting factory building etc.
