Development of small cities and towns will be an important strategic decision in the development of urbanization in China for a period of time to come. In the course of urban development, the developed countries in the world generally adopt the ecological planning method in the urban planning and contruction. The City of Tianjin has also started to actively make experiments on the construction of ecological city.

The project researches into the methods for the environmental planning of ecological cities and towns and the contents and frameworks of the rnvironmental planning of ecological cities and towns; define through research the objectives of environmental planning of ecological cities and towns; make environmental predictions for the development of cities and towns; study the relationship between the construction of cities and towns in the suburban counties of the metropolis and the eco-environmental conservation and environmental security of the central cities; prepare the computer softwares for the environmental ecological planning of cities and towns; and apply the above-mentioned methods and soflwares to the planning of a number of environmental demonstration cities and towns (also called ecological or green cities and towns) and intelligent cities and towns.

As a demonstraiton project for the national medium-and small-sized cities and towns, the new technologies, new equipment as well as the use of new materials required in the fields of the planning and designing technologies of ecological cities and towns, rational development of water resources, energy saving and efficiency improvement, and the construction of road communications system will become important areas of economic growth in the country, provide wide areas for cooperation and push forward the environmental protection industry to a certain scale.
