¡¡ Project Profile:
¡¡The "Proposal on agriculture and countryside work
in year 2000 of the State council and the Central committee
of communist party" puts forward that the development
of livestock industry will promote the adjustment of agricultural
industrial structure. The proposal also stresses the prevention
of epidemic diseases to ensure the quality and hygiene of
livestock products. The exportation base of livestock products
without designated epidemic diseases shall be built in proper
regions. It is imperative to improve the quality of livestock
products in order to promote the export and supply citizens
with safe meat. With China's entry to the WTO, the quality
improvement of livestock products will enhance the rapid
development of the export-oriented livestock husbandry.
It has strategic significance to adjust the structure of
agricultural industrialization, increase the farmers' income
and build the coastal city-style agriculture.
¡¡ Construction
Scale and Content:
¡T According to the international practice on animal epidemic
prevention, the construction of the project will put stress
on the control of animal epidemic diseases and improvement
of the hygienic quality. In the urban districts and 12 agricultural
counties, measures are taken to improve the epidemic prevention
system and strengthen the service function. Seven subproject
will carried out including the set-up of the epidemic preventing
supervision stations and monitoring system of animal drug
residual, the improvement of the harmless treating facilities
of the dead livestock, the establishing of veterinarian
training center, the supervision over the epidemic diseases,
the encourage of processing and export of livestock products,
and the renovation on the producing equipments. The implement
of the project will help the epidemic prevention and control
of drug residue achieve the standard of entering the WTO
and stay in line with the international practice. Control
of epidemic disease and overall quality of livestock produces
will reach the standard of being the third importing country
and launch the livestock products into the international
markets.
¡¡ Social and Economic Benefit:
¡¡1. Social benefit: Since the implement of the project,
some important epidemic diseases will be controlled more
effectively. The prevention of animal epidemic diseases
and the control of drug residue will be in line with international
practice to adapt to the requirement since China entering
the WTO. The control of epidemic diseases and quality of
livestock products will reach the standard of being the
third import country and, at the same time, make the livestock
products in Tianjin more competitive in the world market.
2. Economic benefit: (1) The construction of the project
and the control of epidemic diseases will lower the death
rate of pigs, poultry and bigger domestic animals by 2.4%
and 0.2%. The death rate will be controlled within 5%, 11%
and 0.8% respectively. Some livestock products like meat
rabbit will be launched into the key international markets
in Europe, Japan, Russia and the Southeast Asia. (2) About
10-20% of livestock products (30,000-50,000 tons) will be
exported to in the later 2-3 years, and the annual foreign
exchange income will reach 300-500 million Yuan. (3) The
development of livestock rearing in rural area will speed
up and farmers' income will increase to about 200-300 million
Yuan. Meanwhile, jobs employment will be created for nearly
10,000 people each year.
