The Chinese party to a potential project of cooperation may, in accordance with the letter of intent or agreement signed by the various parties, prepare a project proposal for submission to government department in charge for examination and approval. In submitting the proposal, the Chinese party shall supply the following document:

• A letter requesting examination approval of the project proposal to competent authorities immediately above the Chinese party;
• The letter of intent signed by the various parties to the proposed project of cooperation;
• The project proposal;
• When deemed as necessary, opinions of competent authorities on the proposed project;
• Copies of the business licences issued to the parties by the competent authorities of the countries or regions where the parties are based;
• Certification of credit standing of the parties to the proposed project.

Examination and Approval of the Feasibility Study Report
The following documents are required:

• A letter requesting examination and approval of the feasibility study report to the competent authorities immediately above the Chinese party;
• The project proposal and the document of its approval;
• The feasibility study report;
• Documents certifying the status of the legal representatives of the various parties to the proposed project;
• Balance sheets and Statements of Profit and Loss of the various parties to the proposed project;
• Reports on the current market demand for the products to be produced by the proposed project and market forecast reports;
• Comments by the planning authorities on the selection of site for construction of the proposed project, and conditions and programs for the project design;
• Comments of relevant authorities on matters relating to environmental protection, fire prevention, labor safety and sanitation conditions of the proposed project;
• Reports on the results of initial examination or appraisal of the proposed project by the relevant authorities.

Examination and Approval of the Contract and the Articles of Association

• The project proposal and document of approval;
• The feasibility study report and the document of approval;
• The contract and articles of association signed by the Chinese and foreign parties;
• Copies of the business licenses or certificates of business registration issued to the parties by the competent authorities of the countries or regions where the parties are based;
• Certificates of the credit standing of the parties to the proposed project;
• Composition of the board of directors and letters of appointment issued by the parties;
• Foreign-capital enterprises are to be approved unitarily by the department of foreign trade and economic cooperation and the documents required include; a letter of application, a feasibility study report, the articles of association and a name list of the board of directors.

Receipt of the Enterprise Certificate of Approval The following documents are required:

• "Application form for Approval of Foreign-funded Enterprises"
• The foreign party's business license, business registration certificate and certification of credit standing;
• The Chinese party's business license;
• The project proposal and document of approval;
• The feasibility study report and document of approval;
• The contract and articles of association(in both Chinese and foreign languages) along with their appendices and documents of approval;
• Name list of the board of directors, the composition of the board and certificates of appointment for the board chairperson and members of the board;
• Enterprise name registration certification;
  The contract of tenancy or housing property certificate.
