Basic Concept
Export-oriented enterprise and advanced technology enterprise
are often referred to as "two types of enterprises".
An export-oriented enterprise is a manufacturing enterprise
whose products are mainly for export and also one that has
a surplus of foreign exchange after deducting its foreign
exchange expenditure for production and administration and
the use of foreign exchange for remitting their dividends
aboard by foreign investors from the total amount of its foreign
exchange income.
An advanced technology enterprise is a manufacturing enterprise
where the foreign investors provide advanced technology and
one that conducts development of new products for upgrading
the products in order to increase earning of foreign exchange
or for replacement of import with its products.

and Assessment Organization
In accordance with relative provisions, Tianjin Municipal
Commission of Foreign Economic Relations and Trade is the
Confirmation and Assessment Organization of the "two
types of enterprises". An confirmation and assessment
group of "two types of enterprises" composed of
Tianjin Municipal Commission of Foreign Economic Relations
and Trade, Tianjin Science and Technology Commission, Tianjin
Economic Commission, Tianjin Bureau of Exchange Control, Tianjin
Bureau of Finance, Tianjin Bureau of Taxation and The Administrative
Committee of Tianjin Economic and Technological Development
Area is to be set up, with Tianjin Municipal Commission of
Economic Relations and Trade responsible for the organization
of the work and putting forward opinions concerning examination
and approval.
¡ó Procedures
for Examination and Approval of Two Types of Enterprises
A foreign-funded enterprise may apply for confirmation of
its belonging to the "two types of enterprises"
right after obtaining its business license or after start
of production.
Annual assessment is to be conducted every year on the enterprises
that have been confirmed as the "two types of enterprises".
Tianjin Municipal Commission of Foreign Economic Relations
and Trade entertains applications for confirmation as one
of the "two types of enterprises" from January till
October every year and applications accepted after November
of the year will be considered as one for next year.
Enterprises already obtained the title of "two types
of enterprises", should apply for an assessment prior
to March 31 every year. If they do not submit the application
on time as required, they will be treated as giving up such
a right voluntarily. Applications for confirmation or assessment
of the "two types of enterprises" are to be submitted
voluntarily by the enterprises concerned to the relevant departments
in charge together with the necessary materials for confirmation
and approval. The department in charge of the relative enterprise
would write down its opinions of examinations on the application
and affix its official seal and then forward the papers to
each member unit of the confirmation and assessment group
of "two types of enterprises" of the municipality
within 15 days after receipt of the application.
Tianjin Municipal Commission of Foreign Economic Relations
and Tianjin Municipal Commission of Foreign Economic Relation
and Trade would convene a meeting of the group of "two
types of enterprises" to form an opinion on the application
for confirmation and assessment for signatures by representatives
of the various member units, the application and relative
document would be sent to Tianjin Municipal Commission of
Foreign Economic Relations and Trade for approval who will
affix its signature and the special for examination of foreign-funded
export oriented enterprise and the advanced technology enterprise
after examination and approval.
Applications for confirmation as belonging to the "two
types of enterprises" are subject to approval by Tianjin
Municipal Commission of Foreign Economic Relations and Trade
who is also responsible for issuing the "certificate
of confirmation".
